Biden calls climate change a “danger,” but doesn’t declare emergency

President Biden says climate change is posing a “clear and present danger.” Standing at the future site of an off-shore wind industry manufacturing plant, the president talked about the danger of extreme heat and the promise of clean energy. The White House climate plan fell apart when Democratic Senator Joe Manchin refused to support it. But Mr. Biden vowed to use his executive powers in the absence of congressional action. Even though he didn’t declare a climate emergency, as activists want him to do, the president said he views the issue as an emergency.
